Subscribe / upgrade create Checkout Sessions when the flag is on, a calibrated Price ID exists, and STRIPE_SECRET_KEY is set. Missing secret returns stripe_unconfigured. Free stays price_uncalibrated. A signed POST /v1/billing/webhook assigns platform_paid for Finance-locked paid Price IDs. Local admin plan assignment remains available.
